Ray Frisbee is the guy walking across the street.  Photo was taken on Tolan Street looking north towards Hurd.  A large white fair tent is set up and is in the center of the picture.  You can see a restaurant, the Arnot Opera (left, obscured by phone pole), the Harness Shop (on right, end of the street), etc.

Almost every vehicle in this scene is of the horse-drawn variety. One motor vehicle is partly visible on the far right.
